Disappearing Password Prompt after libpam-tacplus install

Has anyone encountered an issue where the password prompt is no longer displayed (or echoed) to the screen after installing the libpam-tacplus module?
After running `apt-get install libpam-tacplus`, the password prompt no longer appears either at the login screen, or after typing `su -`, or `sudo -i`. I've tried this on Debian8.8, 8.10, 8.11 and 9.9. This also happens to me on Ubuntu 16.0.4.
The password prompt is not displayed, but you can still type in your password and are authenticated. Not sure why this is happening after installing libpam-tacplus.
