Is there anyway that i disable arp permanently in debian ?

why?

ARP is AFAICT an essential protocol for ethernet, so if you want the latter, you'll need the former.

Perhaps you can state what problem you're trying to solve, instead of jumping to a (impracticable) solution.

No. ARP is only an essential protocol for IPv4 over ethernet and similar links (wifi). It is not used by IPv6 over ethernet, PPPoE and other protocols.
Possible options :
- disable IPv4 (not sure if you can) if you don't need it
- drop ARP packets with arptables or nftables.
