Display detection in XFCE

I have two monitors connected, one via usbC/thunderbolt and the other via hdmi. For some reason everytime I boot my system the display that is connected through hdmi is always primary, in the gnome desktop enviroment I do not have this issue, but i use xfce and xfce interprets my hdmi connection as Display-1/Primary. Furthermore, using a xrandr command identifies hdmi as DP1, rather than hdmiX connection. Why is that? Can I not make hdmi display function as secondary connection all the time?

in system bios settings usb c is set to be the primary display connection, it is not an hdmi port

Use an X.Org configuration file to explicitly specify the primary monitor.
