How to Create route_localnet?

Even if I use root account, I cannot create the file /proc/sys/net/ipv4/conf/eth0/route_localnet in Debian 8 and the error message shows "/proc/sys/net/ipv4/conf/eth0/route_localnet: No such file or directory". What should I do?

You cannot create or delete files in /proc. It is not a general purpose filesystem. Files are created by the kernel as a way to expose information or settings.

/proc/sys/net/ipv4/conf/eth0/route_localnet exists only if the network interface eth0 exists (check ip link) and the kernel version is 3.6 or higher (check uname -a).
