Privoxy Service: Proxy refusing connections

I've installed Privoxy. The service is running (Confirmed 1st code section below) on: address|port 127.0.0.1|8118 (Confirmed 2nd code section below).
Then, I use network/proxy settings section of preferences in Firefox to manually change the port settings to match the running service, e.g., 127.0.0.1| 8118 the Privoxy settings, as instructed.
But, all queried pages return the error: "Proxy refusing connections."
If I go back to Firefox reset the proxy settings to the default, automatically recognize system proxy settings and ignore my manual settings, it returns all queried pages.
But they're not cached through the proxy; the Privoxy status page test fails.

Log file? :)

Enable logging if you haven't done that. Then test again and see if the log shows anything useful.
