You appear to have multiple problems here. If your system has been properly upgraded your kernel should be many versions newer. Show us:
If it's not installed, install it and try the 3 commands from Head_on_a_Stick again.
Those qt packages are available so the not found error is worrying.

Autoremove is irrelevant to the install issue.

So you have an up-to-date kernel metapackage but an ancient kernel if what you wrote in the first post is accurate. I'm confused.
Show:
You don't need to run that command with sudo, nor the apt policy command above. Apt only needs admin permissions when it is to make changes and it's a bad habit to do that when not needed.
The kernel may yet be a side issue. Needs to be sorted anyway. Buggered if I know why your sources look OK but you can't install packages which are in the repos to which those sources point.

Typo, you put a 1 instead of a lower case "l".
You should get this:
