XKB configuration

I installed a fairly minimal Debian with iceWM on an old Compaq Presario 1610 -- 80 Mb RAM, 150 Mhz MMX pentium and 1.6 Gb HD. I've gotten everything working but the keyboard under X (the keyboard works fine w/o X). The setup incorrectly has the function key "on" by default. E.g., if I hit u, i or o, i get 4, 5 or 6 so that it thinks I am holding the function key down to use the number pad. To get u, i or o, I have to hold the function key down. Any ideas how to fix this?

Something is not correctly configured. Do dpkg-reconfigure xserver-xfree86.
