It appears to me to be by default since he is using a "mostly fresh 8.6 installation". ("Graphics: Card: Advanced Micro Devices [AMD/ATI] Cayman PRO [Radeon HD 6950] Display Server: X.org 1.16.4 driver: fglrx").
I have the VGA Compatible Controller.
Since I have an embarrassing amount of downloaded web pages (all about figuring out what I need to figure out in order to figure this out) I know that fglrx is far from new.
What are the steps that I need to take during an 8.5 install to have fglrx from the first boot of a fresh installation?
Or is this only available on 8.6?

That would be a dubious claim, the only way I know to get it is after install, because it is not a "free" driver.he is using a "mostly fresh 8.6 installation"

Most problems are solved with firmware, not fglrx, but people trained on windows choose the driver solution first.
Make sure you have the firmware.

The word "mostly", is not 100% in other words, after installing 1 or 2 things,----snip-- using a "mostly fresh 8.6 installation".
it is "mostly" a fresh install, but not excatly 100% totally "fresh'.
So you are making wrong assumptions,...
Sorry to hear you downloaded so many, wrong search results as well,
that can be the consequence of assuming something, Do you walk across

It does not sound to me like it is available as part of a Default installation,AMD/ATI Proprietary Driver

You can always modify the iso to include firmware, but it would depend upon your experience and AFAIK can only be done with live versions (the way I do it anyway).
