When you install a new Debian system, the only packages that get installed are
the Deibian ones, from the Debian repositories.
As all ready said, since this is not a package or program that is in the
Debian repositories you need to download and install it from where ever
it cam from before.
If you don't know where to get it, you can do a search.

I'd be wary of a program like that has not been maintained for a decade. What does it offer over one of the maintained download manager GUIs, such as uGet?
