replacing hicolor wicd icons -> too big

the default wicd icons look awful. i replaced them with the wifi icons from papirus-dark (i use the breeze theme; i added the wifi icons to hicolor so any theme i use will pick them up, unless they have their own themed icons).

when i first boot my laptop, the icons appear about 2-3x too large. then after about a half hour or so, they appear "normal" (assuming this is when the cache resets itself?)

is there something i need to edit in index.theme to control this behavior? it is docked to my status bar by the top icons gnome extension.

in index.theme, i edited the following:
