If I press Print Screen, I'll get a full screenshot in my Pictures folder.
If I press ctrl + shift + print screen, I get the crosshairs to select an area, but the screenshot doesn't save.

I'm not too sure if this applies to Cinnamon, but I usually find that when I get the cross-hair with a screenshot application it will want me to select a window to capture, not a screen area.
