The MINT board has announced release of Cinnamon 3.8
-- in Debian 9.4: do we look for it in apt update -- or go to the Backports ?

Debian Stable doesn't upgrade software versions (few exceptions being browsers like Chromium). Only security and bug fixes are provided.
As for backports, someone has to upload it there, but only after it hits Testing.

A newer release of a desktop environment is very seldom, if ever, available in the Debian backports repository. But it sounds like a good candidate for someone to backport on the openSUSE Build service after reading the HowTo!
Usually it's better to wait for it to appear in upstream Debian, then try and backport it from those sources.
