You need to explain how you installed telegram-desktop. Debian policy doesn't let packagers put stuff in /usr/local, so that points to an outside version that might not be Debian-compatible.
I just downloaded from https://desktop.telegram.org/ and unpacked it to /opt/Telegram/.
But it worked fine.Don't know what's happened.
My wife has the same Debian version and she has no problems with it.
telegram-desktop is packaged for Debian and in the repos. I have no problem opening links in Sid from the latest Sid version. I suggest to remove the downloaded version and install the repo version.
When I install it from repo problem still exists.
I checked that when I change to different graphical envoriment for example xfce the issue does not exists.
So there must be some problem in LXDE.
