Cinnamon Power Management gone...sound devices too

So I'm running Cinnamon DE on Buster.
Today I upgraded my system and now the power management setting in Cinnamon don't seem to work.
My XPS 9560 dim display buttons show the OSD, but it doesn't actually do anything.
When I try to launch System Settings/Power Management nothing happens.
I fixed a network-manager service error with this same upgrade, but this one has me stumped.

Any ideas?

EDIT:
Just realized my sound devices are no longer showing up in Cinnamon.
What's happening?!?!

Such things happen from time to time in testing. Please post the content of /var/log/apt/history.log and the output of:

New:
My NetworkManager.service will no longer start. My sound device may or may not work after a reboot. Power Management is not working.
Can I go back to bed?!?! :shock:

So here's the output:

Well, I thought this was solved...but apparently I have multiple issues that popped up all at once.

My network-manager service was being killed by a Cinnamon Applet.
I still have power and sound device issues.
