I get these two messages every time i log out or reboot the system.
1) No running instance of xfce4-panel was found
Do you want to start the panel? if you do, make sure you save the session on logout, so the panel is automatically started next tune you login.
2) Modifying the panel is not allowed
because the panel is running in kiosk mode, you are not allowed to make changes to the panel configuration as a regular user.
i did make sure that in session and start up "automatically save session on logout is selected and i also added my user as a sudoer.
If anyone can share some knowledge on how to fix this it would be greatly appreciated.

settings-->sessions and startup -->
in General uncheck all boxes.
then in ~/home/user/ in hidden directories find the signature .cache
and delete saved sessions.restart.
