Hi,
I am getting some issue when I log in to the Xfce4 the Xorg process gets high cpu load (around 90%) and it stays like this for 1-2 minutes. In that time it is not possible to use any keyboard shortcuts to run a new application (mouse is OK to open Whisker menu and launch the program).
How can I analyse this issue to find a root cause?

The systemd journal is good for stuff like this, ask the interweb for a guide.

I did a bit of search for systemd-analyze, but I could not find anything related to Xorg high cpu load and the 3m50s delay from the Xfce user log in until the Xorg starts behave normally.
I found this page https://cpchander.blogspot.com/2015/03/ ... stemd.html quite nice, however I could not find anything related to Xorg in the journal log. For me the log is like reading a black magic spell book. Is there anybody here who would help me to analyse these logs to find out what is wrong?
If yes, then please tell me which logs should I post.

I found that the xfsettingsd daemon is misbehaving. When I kill it then the CPU usage gets normal again.
The problem is that without this daemon running I do not have any way to use application shortcuts (defined in Xfce4-keyboard-settings). I could use Autokey-gtk to define this, but I do not know what more would I loose if I stop using the xfsettingsd daemon.
Any suggestions what to do with it?

Enter any error messages printed by the misbehaving program into a search engine to see if there are any solutions on the interweb.
Have you tried reinstalling the program?

Well I don't trust the Vivaldi or TeamViewer repositories but at least you don't have any PPAs or testing/unstable.
Try a search for "xfsettingsd high cpu usage", I've uncovered a few results that suggest either ~/.Xmodmap or light-locker as potential culprits.
