I am using buster gnome and bluetooth is activated everytime at startup.
How do I keep it deactivated at boot?

stop the service:
#systemctl stop bluetooth.service
Then, disable it:
#systemctl disable bluetooth.service
Check:
$systemctl status bluetooth.service
possibly even mask it
#systemctl mask bluetooth.service
#systemctl stop bluetooth.service
Then, disable it:
#systemctl disable bluetooth.service
Check:
$systemctl status bluetooth.service
possibly even mask it
#systemctl mask bluetooth.service
