can view video but can't convert

I have a video from a CCTV system which I would like to be able to upload to youtube.
I don't need to edit the video, just get it into a format that works on Youtube.
The video is viewable in SMPlayer or mpv. mplayer and VLC won't display it.
when I tried to convert it with ffmpeg it sped up the video.

some pretty weird frame rates and audio sampling rates there.
Ideally I would like to convert it to say 24fps with 48KHz audio.

I tried Handbrake but it seems to choke on the audio so the output is video only at the wrong speed.

Youtube won't accept HEVC video? That's been around for a couple of years now.

I just tried the Chromium from Experimental that I backported to Buster, and I think YT was serving me AV1 video by default--at least the nerdstats said it was avo or av0 encoded, and that's even newer than HEVC.

SMPlayer is using mpv as its backend, so mpv is the only player you have that works with that format.

Can you tell us what versions of MPV, VLC, and ffmpeg you have?
