In VLC, the video is jerky (720p and below is normal), and mpv (via smplayer) is normal. I twisted the hardware decoding settings. VGC is old, but still:

What does this mean? Is VLC using hardware decoding for the videos? How have you configured that and how are you checking that it works?

We'd probably get more information if you reported what playing the same video with vlc versus mpv or smplayer from the command line reported, such as
