Xfce Menu Editor finally
I stumbled upon a post on the Ubntu forum mentioning a functional menu editor for Xfce.
It is called lxmenu:
http://lxmed.sourceforge.net/
So i downloaded it and tried it. It is actually a menu editor that was originally made for lxde in java. But it is fully compatible with Xfce (and gnome i suppose).
And the biggest thing is that it is far better than the crappy gnome menu editor (alacarte). It is fully transparent, you see where are and what name actually your menu links (.desktop format files) are.
Also you can see which ones are system-wide and which ones are in your settings folders. You can use it to edit system-wide links or only those from your directory.
It requires java runtime environment.

Huh, I tried this; it runs fine, only the XFCE menu isn't actually reflecting the changes I make. They remain consistent within the program from instance to instance, but the menu doesn't seem to care. (And no, I checked, it's not set to use a custom menu file...) Running it from a terminal doesn't produce any helpful output.

It works perfectly well on my computers with Xfce 4.8 with the default applications menu.
What xfce version do you have?

I have 4.8 too. And it works for me perfectly well. For the record, i use the standard Applications menu with "Use the default menu option selected".
Can you add additional launchers? If you run it as user, you wont be able to add items globally, only in your user prifile folder (the red items require root access).

I haven't tried running it as root yet, but it's not even displaying any red menu items.

Yeah, no change. It allows me to edit the menus fine, and persists the changes across lxdem sessions, but none of that is reflected in the actual main menu, which is set to use the default main menu. I've even added a new main-menu widget to the panel, and no dice. Seems like lxdem and the main-menu widget are looking in different places or something...

Have you ticked the "visible" option when creating the launcher?
Do you use this menu, right?

Yep, that's the Properties window I get, and everything is set exactly the same with the exception of the icon (Debian swirl) and that it's set to display the menu icon with no title.

Ok.
Create a new launcher with valid executable and valid icon, put it in the "Internet" folder, then press "Edit code manually" and paste the contents of it here.
also post the launcher file name+path (to the the .desktop file, specified at the top of the editing window).
