MP3 and Oggvorbis

Which programs can I use to encode MP3 and/or Oggvorbis?

(Sorry for this "straight to the point" question but this is what I want to know.)

Use BladeEnc for encoding mp3s and install vorbis-tools for oggenc, which you can use to encode ogg files.
Note that, thanks for the stupid we-should-patent-everything approach, in some states it may be illegal to encode mp3s. You can check it on the homepage of BladeEnc.

That is what I'm looking for.

I understand that Oggvorbiss has a much better sound quality than MP3 is this true?

Well, I don't know. I think "sound quality" is something I shouldn't talk about while I'm using integrated soundcards... :-)
However, ogg files with the same compression ratio are smaller, thus, when speaking about files of equal size, ogg may be better quality.
