Hello,

After update and upgrade Debian 9 packages can't connect to any wireless network with external wireless card.

Make sure that you have the nonfree firmware-atheros available to the Live session, otherwise that device won't work at all. If your "updates" included a newer kernel, such as the one from stretch-backports, that device may also require different firmware from backports for a newer kernel. I have the same USB device, and ran into that situation.

You have quite a few network-related .services enabled, perhaps try stripping it down to just networking.service (which reads /etc/network/interfaces) and see if that works by itself.
