Unable to switch to dedicate/discrete graphic [ATI/Radeon]

In short: i can not switch to my dedicated graphic using vgaswitcheroo, and I want to know why it doesn't work, and how it could be done.

Now in depth explanation: I am unable to use vgaswitcheroo commands like DIS, DDIS, ON etc. to switch to desirable graphic (those commands doesn't change output of /..../switch). When I cat /sys/kernel/debug/vgaswitcheroo/switch I got output:

At this point i can not do a thing with this output. So sending commands like DIS, ON, OFF doesn't work at all. Then I found out that state 'DynOff' is caused by power manager and if i turn this off, it would be possible to change power state of a graphic card. So I've add command radeon.runpm=0 to /etc/default/grub and update-grub && reboot. That changed output of .../switch to

but still I can not change my active graphic. The only command that actualy do something is echo OFF > /......../switch but then my hole system freezes (absolutely no respond, i see my terminal with that last command. I've try to type in "blind" reboot and hit enter, but that just does nothing).

And if I run a game (KSP for example, native Linux) output of ....../switch is still the same with DynOff by my dedicated graphic.

UPDATE: I actualy try to gather some info about this "freezing", so i run this command:

but it didn't work as my system doesn't reboot after 10 seconds (and ofcourse i've waited longer then that). And my Xorg.0.log.old:

Got a solution! Since vgaswitcheroo doesn't work, I've tried many suggestions and tricks, but only one worked for me:
1) lspci | grep -i vga

We are looking for an id of the graphic, wich we want to use for game. I compared pci slot and figured out that id of my dedicated graphic is 0x51.

3) xrandr --setprovideroffloadsink 0x51 0x88

It doesn't return any output, but it should be done every time you boot to system (I don't know it for sure, so feedback would be appreciated). Now we try if it works:

4) We are set to go! Just type DRI_PRIME=1 before any command, and you are going to use your dedicated graphic!
Examples:
a) DRI_PRIME=1 wine DOOM.exe (wine solution)
b) DRI_PRIME=1 KSPx64 (native solution)
===didn't try those myself===
c) DRI_PRIME=1 steam (should start any games from within with dedicated graphic)
d) DRI_PRIME=1 %command% (launch options for games from steam startup line)
