Getting a USB wifi dongle of the rtusb2800 family to work?

I just installed debian stretch,I have kde installed, and I need to use a usb wifi dongle to work with networks, under kde my network is stuck under setting network address, and it says ip configuration unavailable, what am i supposed to do in such a case,
is it driver issues, or do I have to try something else
