I listen to a lot of YouTube videos on my laptop; but the treble is often way to high and my speakers distort, just to get a reasonable volume.
Is there a system sound mixer for Mate, that I can use to turn down the treble, before my speakers get wrecked?

I don't know any specially for Mate, but if you do:
You'll see there is quite a bunch of them. I only used alsamixer and pavucontrol, but they only have volume. if you want more info.

Pulse Audio is the default audio server for most Debian desktops:
