I suspect it is a kernel version issue. I configured backports in my sources.list but could not install the newer kernel because I've installed Stretch on ZFS and cannot build the spl module. (That's with 4.17. 4.18 requires a newer version of zfs utilities that's not in backports.)
I can pair a bluetooth earbud but not my mouse. Mouse is a Logitech Anywhere 2s. This is the USB device summary for the bluetooth device.

(*) Occasionally it would disappear following resume from suspend and require complete power down to restore. This is apparently a complaint under Windows as well.
Edit: I caved and upgraded to Testing. Buster will probably be Stable by the end of 2019 anyway. It was getting to be too much trouble to get stuff working on Stretch. BT mouse and camera now working. I can probably eliminate the 10s rootdelay too.
