Hi,
we are looking for a low power HDMI graphics cards to display UEFI/BIOS and Debian Buster console.
The mainboard with a PCIe 3.0 x16 slot is UEFI-only and has no CSM-support.

I take it the CPU has no integrated GPU? That's the lowest power option if available.
Lots of users here recommend AMD cards for their open driver support.

I think PCIe 2.0x16 is backwards compatible with PCIe 3.0x16

You can get additional power savings by using a passively cooled card.

We bought a Zotac GeForce® GT 710 1GB PCIE x1.
It needs only 4 Watts for the Linux 4.19 console and PCIe x1 makes slot usage very flexible.
The XFX Radeon HD5450 (no UEFI support) needed 9 Watts.

I had a Zotac GT610 once, burned the fan out in <6 months, got so noisy you didn't want to be in the same room. Hope you have better luck, but forewarned is forearmed.
