so my printer is picked up via wireless. but fails via usb (which means i can't scan)

on the same machine. macos scans perfectly

Usb devices are assigned a driver on boot. In your case ulpt which is the usb device for printers.

You have two options:
1) Use hplip

HPLIP can change the usb device assignment from printer <--> scanner on the fly. The downside of HPLIP is it bloated.
2) Set cups to print over the wireless Network and assign the usb port to the scanner.
HP wireless is slightly confusing. You can see two wireless options in the cups config interface: guest/ad-hoc/unencrypted and infrastructure/encrypted.
Guest printing is typically used by Smartphone apps.
More secure printing is done in infrastructure mode and will need you to enter your routers wpa2 key into the printer either directly or via wps.
Unless you have a strong need to let the neighborhood use your printer, I would disable direct, guest printing.

the issue is around scanning which requires the os to recognise the device via usb

something has happened that debian stopped doing that

on macos i am able to scan so that says the problem is not a hardware issue

I gave you a link tp a Debian Wiki that describes how the hplip software works and suggested you install hplip
HP all-in-one (aio) Machines
A backend for these devices is developed and supported by HP via HPLIP. The backend is named hpaio and is listed in the file hplip in /etc/saned/dll.d when libsane-hpaio is installed. Device detection support is provided by /lib/udev/rules.d/56-hpmud.rules from the hplip package. Be aware that not all aios support scanning from a computer over USB or the network.

The straightforward way to employ hpaio and 56-hpmud.rules is to install hplip and its recommended dependencies and create a print queue with hp-setup. This way leads to an automatic setup of the scanner because its device URI is derived from the USB printer URI by replacing 'hp:/... with hpaio:/.... Having hplip on the system also makes it easier to install a non-free plugin with hp-plugin if the scanner needs one.

As a matter of interest, all that is really needed for scanning with an aio scanner is libsane-hpaio (without its recommended packages) and 56-hpmud.rules. Copy the latter file to /lib/udev/rules.d/ from the hplip package.
Instead you respond by stating it works on Mac OS/X.

If you can not take the time to read the documentation and yet have money for a Mac, you should just run a Mac.

oh when i said it used to work, that was not me being clear that yes i had previously installed hplip and that it was now not working via usb but only via wireless

turns out the usb cable on the printer was a little loose

not sure why the printer worked when in macos but not when in debian

but what got me to look there was a couple of posts talking about the usb not getting enough power regarding the errors. yet when i plugged in other devices, there was no problem. and as i stated, the printer was picked up in wireless mode.
