I may have done something a while ago to cause this, but here are the symptoms.
I plug a camera in and gphoto2 can't access it due to permissions issues (I can as root).
I start hotplug (/etc/init.d/hotplug start). It starts and loads libgphoto2 and I can now access the camera.
I unplug the camera and plug it in again. I cannot access the camera. I start hotplug again (it doesn't complain about already running!). I can access the camera.
What the?
