Here's a list of what packages provide "windows.h": https://packages.debian.org/search?sear ... e&arch=any
Note that there is no "Windows.h", you have to be wary about those type of typos when programming. Also maybe do a bit of research about Debian -dev header (includes) packages and C programming.
