Setting ENV var. in Perl

I'm running Perl 5.6 and have a perl proc that is setting an env. var. to be used in a child process which is in Tcl. This has been working fine for quite some time, but for some reason I am no longer getting the env var when in the Tcl proc.

Anyone know if something may have changed in Perl 5.6 for support of env. vars?

My syntax in Perl is:

$ENV{"V99_OK"}="1"

I tried adding

use Env;

to no avail.
