Is it possible to have remote access from Linux PC to WinXP PC.

Yes, there are a number of choices:

* X - install Cygwin (http://cygwin.com) on the Windows machine, with the X server, and use SSH to launch programs to connect to your Windows machine. This is rather difficult.

* VNC - apt-get install x0rfbserver, use RealVNC on your Windows machine. Just use SSH to start x0rfbserver, then use VNC Viewer to connect to it with your IP address.

* NX - here are some instructions - NX is a better protocol for remote desktop, it uses less bandwidth - the main drawback is that it does require some proprietary stuff for the client.

grdesktop allows you to connect to XP's remote desktop.
