PPAs (and all Ubuntu official packages) are .deb packages. Here we can take HOAS advice, because we can apt-get them.
But, we shouldn't, because these alien .deb packages might kill our Debian install. Still, we have a wiki page telling us how to use those terrible Ubuntu PPAs. We place the Cannonical-owned Launchpad's keyring as a trusted one in our Debian installation, we take Launchpad's wannabe developer's "source code" and build it to match the Debian system, install it and use it quite happily.
Some of us like to use docks, and Plank is a lovely simple dock. Now, if we are to use Plank, we either have to take HOAS's advice and go back to Ubuntu, or trust the developer (the wannabe guy) and compile it, install it and use it. Only, it is much easier to do it the way the developer of Plank had instructed.

In a way, its a "bug" not having such nice simple apps in the Debian repos.
HOAS, you mentioned a certain distro. I read in that forum that those developers use Ubuntu apps, fonts etc in that Debian based distro, and even the new webpage would use Ubuntu Mono font. It appears that Ubuntu stuff is not
that terrible. There is also a Ubuntu Packaging Guide available in Debian repos.

I do read wikis, instructions, manuals--the "guides." I know how to look into the PPAs, install dependencies, install nice stuff from Launchpad's "wannabe" developers.>/Off topic<
Conclusion:
We use Ubuntu PPAs, we even have a Wiki how to use those PPAs, but we
don't like these PPAs.
Personally;
I like PPAs, I use PPAs in Debian and I like these "wannabe" developers. Without these wannabe developers, there won't be development. I would like to see a Debian Personal Package Archive, so I don't have to dig in to Ubuntu PPAs, so I could just add-apt-repository and apt-get them.
