The next point release for "jessie" (8.6) is scheduled for Saturday,
September 17th. Processing of new uploads into jessie-proposed-updates
will be frozen during the preceding weekend.

Why is it, after a point release is announced, it's not available for download immediately? Currently, 8.5 is the latest stable release for download, and not 8.6.

It is available for download, but
I think it has something to do with updating the https://www.debian.org/ website,
but I don't know really,...

I did not browse the entire list, you can do that, and find which
mirror is best for you, and your location. If it is not available
on the one you want, use one where it is available, the location
of the mirror does not matter much.
I often use a different one , in some other part of the world if
and when the ones in my sources.list are not working.
It takes a little while for all of the mirrors to get updated, some might not have it
yet.

Upgrading to this revision online is usually done by pointing the aptitude (or apt) package tool (see the sources.list(5) manual page) to one of Debian's many FTP or HTTP mirrors. A comprehensive list of mirrors is available at:

upgrade
upgrade is used to install the newest versions of all packages

/etc/apt/sources.list. Packages currently installed with new
versions available are retrieved and upgraded; under no
circumstances are currently installed packages removed, or packages
not already installed retrieved and installed. New versions of
currently installed packages that cannot be upgraded without
changing the install status of another package will be left at
their current version. An update must be performed first so that
apt-get knows that new versions of packages are available.

The Debian project is pleased to announce the sixth update of its stable distribution Debian 8 (codename "jessie"). This update mainly adds corrections for security problems to the stable release, along with a few adjustments for serious problems. Security advisories were already published separately and are referenced where available.
Please note that this update does not constitute a new version of Debian 8 but only updates some of the packages included. There is no need to throw away old "jessie" CDs or DVDs but only to update via an up-to-date Debian mirror after an installation, to cause any out of date packages to be updated.
Those who frequently install updates from security.debian.org won't have to update many packages and most updates from security.debian.org are included in this update.

VM, just to keep up with things,and some times try to re-produce a problem
some one is having, or check and see if something will work on it,
(Debian Jessie), any way, on Sept 17, when it was announced that the
upgrade was available, I started the VM , and upgraded,...
