A quick Web search for setting default permissions linux returns over 500,000 hits. A quick scan of the titles strongly suggests that a serviceable answer is available by reading the answers returned on the first page of results.

Are you saying that you've tried the tried-and-true methods outlined in those existing answers and they didn't work for you?
