I have some packages from Ubuntu 16.04. Can I install them into Jessie or Stretch ? How to know ?

Some are compatible, especially if they aren't compiled binaries, but are just graphics (icon themes) or programs written in scripting languages such as Python or Perl. But it's still going to be a crapshoot. The better option is to rebuild the packages on Debian from the debianized source. Failing the skill and the will to do that, you can try installing them with gdebi in order to minimize the chance of breakage, but have your system backup ready to restore (you do always backup your system, amiright? )

compile yourself and cleanly install with checkinstall as deb packages to allow easy uninstall overtime. never install other distro packages
