Hi guys.
I've search everywhere for this issue but didn't find absolutely anything.
So, sometimes when i open chrome/chromium or vlc it starts maximized and when I click the icon on the upper right corner of the windows to unmaximize it stays in fullscreen forcing me to resize the window manually.
This is utterly annoying xP
Im using debian 9 XFCE and I know this didn't happen with gnome.

In my ~/.config/vlc/vlc-qt-interface.conf it has a entry of
bgSize=@Size(600 339)
I tried changing that and then launching vlc and it didn't make any difference.
When I deleted that file (well more precisely renamed it), launching vlc created a new one.
Perhaps try renaming your own version and see if that makes a difference when vlc is launched.

To be honest vlc isn't my biggest issue. I open more times chromium than I start vlc on daily basis, but I'll give it a shot when I get back home

It happens in alot of applications.
