I recently installed Debian 9 on a test computer which has two video cards and two monitors.
I know the hardware works because I can use it in other distros and live cds. I looked in the Gnome display and other control panels and nothing stood out.
What do I need to do to turn on the second videocard? Presumably, the monitor is not really the problem, I just need to turn the card on.
If it matters, one video card is a Radeon HD 7700 and the other is an HD 5700.

You probably need to install the firmware-linux-nonfree package, which has firmware for the Radeon cards you named.
