What graphics card do you have? i my self have a intel graphic card and xbacklight is not working for me neither with the new default modesetting driver from xorg, But i have found a solution though here: https://github.com/haikarainen/light

fwiw,
i just replicated the exact same situation on a ubuntu laptop:
- xbacklight shows "No outputs have backlight property"
- light, easily compiled from source, just works
I had filed bug on this, at the time when it was still in testing. Now it is stable. How do these critical things get checked or corrected, if the particular debian maintainer is not responding/updating...?

Please inform, that if a bug report is not acknowledged by the maintainer or a package is outdated (as for xbacklight). Is there no way the Deb Dev Team Lead going to take some appropriate acknowledgement or corrective measures? Are such non responsive bug reports not of any value, if they are concerned to Desktops or laptops. The current stable is now at 9.2.
