Hello.
I need some help. Recently my system upgraded to Debian 9. Since then when I need to make a restart, it looks like it is making a normal reboot but at the moment it has to turn off and on again, it stacks at a black screen with a dash, so I continue with a manual restart. How can I fix this issue?

What instruction are you using to restart? If you are just clicking on a button, then what instruction does it use?
Try this:
Hallvor is right; check the logs. You might have a running program that wants to keep running.
