You might request that the 2.5.7 version in Buster be backported to stretch-backports on the backports mailing list. If you're ignored (it happens), perhaps someone that is familiar with backporting could do it for you if you don't want to tackle it yourself.
I would say that the reason the yowsup command was not found in your original post's error message is because you installed the manual version somewhere that's not on the system's binary executable PATH.

My experience is that it just kind of tethers your phone. When your phone is on, and nearby you can work through your PC. When the phone is off you can't.
