Turning off the system title bar and borders option removes the bar............
but also the max/min buttons....
this did not happen in linux mint.
no particular solution on other sites

I suspect this would be normal when you turn off the "system title bars" as I suspect this would be global since I believe that the min/max are part of the "system title bars"
I suspect you used the Ubuntu version of Mint? That would explain much unless you are using the LMDE version.

double-clicking on frame un/maximizes.
