Why are you using a VMware virtual machine ? It can only make things more complicated.

fdisk : An SCSI tape drive is seen as a character device. fdisk won't show it, as only block devices can have a partition table.

dmesg : do not filter with "usb". All the SCSI related messages which should follow the device detection do not contain "usb".
It is better to connect the USB device only after the system has finished booting, so that related kernel messages aren't mixed with unrelated ones.

How did you see that there is no /dev/{,n}st* device ? Did you check in /dev ?
Did you check kernel messages following the discovery of the USB adapter ?

I advised you not to filter the kernel logs but read them thoroughly.
Are you sure that the USB-SATA adapter supports tape drives ?
Is the "st" (SCSI tape driver) module loaded ?

/dev/sg* are devices for low-level generic SCSI access. You cannot use them directly to read or write data.
I am afraid that the USB-SATA bridge does not support tape drives and advertises it as a null-capacity hard disk drive sdb.

If you want a virtual machine to be able to use a physical device, you must set up some pass-through in the hypervisor (provided that it supports it).
