I cannot seem to get mate-tweak to enable the Mate deskto enable icons.
I was able toget it to work once, by installing gnome tweaks, and then reinstalling mate-tweak.
Icons were originally there until I killed a rooted terminal with multiple tabs, and then the problems began.
This is an older C2Q system, and boots up to the console. I start Mate with startx. I removed the greeter on this buster/sid system as an update seemed to wreak haoc on a system where everything was originally working fine after install from DVD ISOs.
I am currently filling the system up with development tools, and with SID do expect some instabilities.
What I am basically looking for is a way to force a Mate session to use desktop icons, especially as root, as the system will not boot to a user account in geological time for some reason. I will deal with security issues at some future time, as they are currently irrelevant now. Everything else seems to be running fine, with pc-manfm acting as a makeshift desktop.

Install dconfi-editor.
Navigate to org > mate > caja > desktop.
Select the icons you want to see.

I'm stealing that gif. Perfect for this system.
My old system, which survived intact from LMDE2 through Jessie updates, with debian-multimedia thrown in - died a while back when it seemd all my seagate boot disks bit the dust.
I'm recomposing a *massive* system - cant use backups, as they are 32 bit!
So long as its firing on enough cylinders to move forward, I am happy until I get the system built up. Then I'll fix it up.
Now, I have 20k packages with ??? more to go.
Havent started perl yet.

.xsession wasnt anywhere to be found. And dconf is an excellent utility I did not know about - and certainly will be using.

Do icons have any real dependencies?
Is there any way to turn off the .desktop stuff, and just run /desktop off of symlinks?
