I have installed epiphany-browser on my Debian Jessie system.
When I tried to launch it by typing
epiphany-browser
nothing happened.
Can anyone please suggest a reason for this problem ?

Don't use Epiphany for non-trusted websites, it uses the webkit rendering engine which isn't updated for the stable releases and so contains known security holes. See the official Release Notes for more on this.
