Not gonna happen in Buster. Even Sid doesn't have Plasma 5.15 yet. Try a bleeding edge distro like Arch or Neon if you want Shiny New Stuff. You may even find one with 5.16 which was released a month ago.

This. PCLinuxOS are also extremely fast at rolling out the latest versions.

NeptuneOS used to backport newer versions of KDE for their Stretch base that worked well on other Stretch-based distributions, so you might keep an eye on them. I believe they had a script that would add their repo and update KDE for you.

^Manjaro, a distro with very bad habits:

They also try hard to comercialize Arch, while giving zero contribution back. Please avoid mentioning it here, someone might actually try and use it.

NeptuneOS backporting KDE 5.16 on old-stable Debian: what a strange idea.

What is the difference between KDE 5.16 and 5.14 ? Half a peanut.

Don't think that's gonna happen either. They have a beta of NeptuneOS 6 which is based on Buster and includes Plasma 5.14 same as Buster.

Come on, it's at least a whole peanut!
