I recently installed debian buster
Sound is not loud enough compared to debian stretch

In debian 9 I was able to increase the volume more than 100% which is missing in debian 10

...maybe hardware dependent or you're missing something. My busters do go over 100%.

I use Xfce and Pulse Audio Volume Control applet and I can increase my volume to 153%, what desktop and volume control are you using?

Please tell us what applications you're using where the sound is too low. There are ways to pump up the volume, not just to 11, but to insane levels like 1100% of normal (pasystray).

Most people start with pavucontrol, though.
