Network configuration in CLI

Hi, I have been looking for information on this subject for several days.
Unfortunately, there is no luck.

The case looks like this.
I would like to configure the network on Debian 10 Buster only Cli.
A basic LAN with a static IP address
spare WIFI connection "wap2"
My idea is that everything works all the time.
For example, when disconnecting the LAN connection, it will automatically switch to Wi-Fi connection and vice versa
.

Can this configuration be done in / etc / network / interfaces?
What packages are best used for this?
Is such configuration possible with one static IP address?
