dpkg not found problem (SOLVED>

I am running a distro based on Debian 9 Stretch and trying to install an archived version of Libre Office (5.1.6.2). Can anyone tell me what is wrong here:

I have checked through Synaptic and dpkg is installed. I have installed LibreOffice many times before without a problem in Ubuntu and Debian based distros.I simply don't get it. Any ideas? Thanks.
