Neither could I, and the other posts indicate they don't find it either, for Debian 10.

DO NOT run ./configure or make as root. You only need root when installing (sudo make install).
The program "patch" is missing. You need it. It is in debian. You just need to find it and install it.
If you really get into trouble searching and/or installing, then ask again.

Good luck.

PS: If you're planning, in a few days, to come and ask "how do I use radare" then you'll only get a RTFM, at least from me.

It's better and easier to backport it from Sid than it is to try a build from raw source, for many reasons.

Search the Debian wiki for simple backport instructions.
